I'm going to do my best here to break down how much BC can bring in - pending additional transfers out welcome to input (especially on the Walk-ons/WO):

Transfer Portal (5 schollies):
Anthony Brown (QB), Kobay White (WR), Ireland Burke (DL), Aaron Gethers (DB), Evan Stewart (DB-URI), Isaiah Miranda (WO TE)

Inbound/Signed recruits 2020 (plus 12 schollies):

Ozzy Trapilo (OL), Kevin Pyne (OL), Korey Smith (ILB), Charlie Gordinier (TE), Justin Bellido (WR), Andre Hines Jr (RB), Taji Johnson (WR), Hans Lillis (TE), Dwayne Allick Jr (OL), Jason Scott (DB), Cameron Horsley (DT), Denzel Blackwell (CB)

On Current Roster (minus transfer portal and inbound recruits) (62-65):

Offense (26-28)
  • QB (4): Dennis Grosel, Matt Vallece, Daelen Menard, Sam Johnson
  • RB (3-4): David Bailey, Patrick Garwo, Travis Levy, Javian Dayne (WO?), Peter Stehr (WO)
  • WR (6): Noah Jordan-Williams, CJ Lewis, Jehlani Galloway, Ethon Williams, Bryce Sebastian, Aidan Hegarty (WO), Zay Flowers
  • TE (3): Danny Dalton, Hunter Long, Drew McQuarrie, Tito Pasqualoni (WO), Brendan Smith (WO), Spencer Witter (WO)
  • OL (11-12): Adam Korutz, Elijah Johnson, Ben Petrula, Zion Johnson, Alec Lindstrom, Nate Emer, Tyler Vrabel, Finn Dirstine, Blerim Rustemi, Jack Conley, Christian Mahogany, Sean Ragan (WO), Cam Reddy (WO), Erik Larson (WO), Eddy Fish (WO?)
Defense (31-32)
  • DB (11): Mike Palmer, Tate Haynes, Jahmin Muse, Brandon Sebastian, Jason Maitre, Elijah Jones, Tyler Days, Josh DeBerry, Steve Lubischer, Connor Grieco, Jalen Williams
  • LB (9): Max Richardson, Jean Lamot, Paul Theobald, Isaiah McDuffie, Nick DeNucci, Joe Sparacio, Vinny DePalma, Shitta Silah, Hugh Davis, Doug Rodier (WO), Ezechiel Tieide (WO), Thomas Hovsepian (WO)
  • DL (11-12): Brandon Barlow, Bryce Morais, TJ Rayam, Marcus Valdez, Jaleel Berry, Joey Luchetti, Ryan Betro, Kyiev Bennermon, Spencer Bono, Jackson Ness, Izaiah Henderson, Mike Ciafonni (WO?), Reggie Terry Jr (WO)
Special Teams (4)
  • K (2): Danny Longman, John Tessitore, Stephen Ruiz (WO)
  • P (1): Grant Carlson
  • LS (1): Aidan Livingston
Counting the transfers separate because if they decide to come back you can just count them +1 to the scholarship count. All in all it looks like 73-76 used scholarships pending any of the walk-ons being added. With the 85 scholarship limit this means BC can bring in 9-12 new 2020 recruits and grad transfers. Feel free to correct my math.

edit: added Evan Stewart to transfers and Zay Flowers at WR, reducing open slots by 1
