Question for JR re; Lastest 4* Offers

JR - is the staff merely spitting into the wind with these offers to the Watts kid and kid in Hawaii ?
Thought it was mandatory for the prospects to VISIT the campus before a real offer is offered
Doesnt seem like they have a snowballs chance in hell of getting these kids on campus
A bit inconsistent

Please explain why they would offer kids like this with minimal chance that they meet expectations
