Jags not calling plays?

i caught a bit of the Georgia State bowl game yesterday. Unless I heard wrong, the broadcast team said play calling duties were taken from Jags as OC and given to the QB coach mid-season. Later they insinuated calling plays was a "team approach" with Jags contributing. Is this guy simply being exposed as a faux OC yet again???? Anyone got the scoop?
